Frances is a dynamic leader and educator with over a decade of experience in education and youth-serving non-profit organizations across Los Angeles, including Boys & Girls Clubs, Jumpstart for Young Children, Para Los Niños, Arc Experiential Education, and LA’s BEST After School Enrichment Program at the Los Angeles Unified School District. Frances brings a wealth of expertise and a deep commitment to making a difference by improving school readiness and academic achievement to enrich the lives of children.

Frances' academic background reflects her unwavering commitment to education, as she holds a master's degree in Literacy and Language Arts from Loyola Marymount University and a bachelor's degree in Sociology from California State University Northridge. Additionally, she proudly possesses a Multiple Subject Teaching Credential and a Child Development Director's Permit.

Her core belief in educational equity is rooted in her personal experiences, where she witnessed the vital importance of quality programs for vulnerable youth. This personal understanding drives her relentless dedication to serving and empowering communities through education.
